Every June 3rd is "Surveying Day" (測量の日, Sokuryō no Hi) in Japan. The date commemorates June 3, 1949, when Japan's Surveying Act (測量法, Sokuryō Hō) was promulgated — the foundational law that established national standards for geographic surveying and spatial data. Surveying Day was designated in 1989 by the Ministry of Construction (now the Ministry of Land, Infrastructure, Transport and Tourism) and the Geographical Survey Institute (now the Geospatial Information Authority of Japan) to promote public understanding of the role that accurate geographic information plays in daily life and national development.
What Is Surveying?
Surveying is the science and art of precisely measuring the positions, distances, angles, and elevations of points on the Earth's surface, to create accurate maps and spatial records. From the construction of a single building to the mapping of an entire nation, surveying provides the geometric foundation upon which all physical infrastructure depends. In Japan, where earthquakes constantly shift the land surface and land ownership is densely parceled, accurate surveying is both technically demanding and critically important.
Japan's Geospatial Information Authority
The Geospatial Information Authority of Japan (GSI, 国土地理院) maintains the authoritative geographic data for the entire country — from fundamental survey control points (三角点, sankakuten) marking precisely measured locations across the landscape, to detailed topographic maps, aerial photographs, and satellite imagery. GSI maps are used by government planners, engineers, emergency responders, and hikers alike. Following major earthquakes, GSI rapidly assesses land surface deformation and updates its maps accordingly.
Surveying in the Digital Age
Modern surveying in Japan increasingly relies on GPS satellite positioning, LiDAR (laser scanning) from aircraft, drone-based photogrammetry, and machine learning to process vast quantities of spatial data. The national 3D point cloud dataset — a high-resolution three-dimensional map of Japan's terrain — is being developed to support infrastructure management, disaster response planning, and autonomous vehicle navigation.
