• The same date is also "Emergency Services Day" in Japan, and fortune-telling was framed as an "emergency service" for one's fate

These two reasons are the ones given on the Japan Fortune-Telling Association's official website. It is also said that adding up every digit of the founding date, "1999, September 9," gives 46, and adding 4 and 6 gives 10, a number symbolizing completion.
