What Is Mothers' Congress Day?

Every June 7th is "Mothers' Congress Day" (母親大会記念日, Hahaoya Taikai Kinenbi) in Japan. On June 7, 1955, the first National Mothers' Congress (第1回日本母親大会) was held in Tokyo. The congress brought together thousands of mothers from across Japan united around the themes of peace, child welfare, and women's rights in postwar Japan. It was a landmark moment in Japanese women's civic activism — a large-scale, organized expression of mothers' voices on the social and political issues of the day.

The First National Mothers' Congress

The 1955 Congress was inspired by the World Mothers' Congress held in Lausanne, Switzerland earlier that year, and organized in the context of Cold War anxieties about nuclear war and the desire for peace among populations still living with the memory of WWII's devastation. Japanese mothers — many of whom had lost children, husbands, and fathers in the war — brought a particular moral authority to their demand for peace and a guarantee that their children would not be sent to war again. The congress addressed issues ranging from nuclear disarmament to child nutrition, women's labor rights, and educational policy.

An Ongoing Tradition

The National Mothers' Congress has been held annually ever since 1955, making it one of Japan's longest-running continuous civic events. Over the decades, its agenda has evolved to reflect changing social concerns — from nuclear weapons and education in the 1950s–60s to environmental issues, healthcare, and gender equality in more recent decades. The congress continues to serve as a forum for women's civic engagement on issues affecting families and communities.

Women's Civic Activism in Postwar Japan

The Mothers' Congress was one expression of a broader flowering of women's civic engagement in postwar Japan following the grant of women's suffrage in 1945. Women organized around peace, consumer protection, environmental health, and educational issues — often outside formal party politics — and built a tradition of grassroots civic activism that has shaped Japanese society in important ways.
