What Is National Flag Day?

Every January 27th is "National Flag Day" (国旗制定記念日, Kokki Seitei Kinenbi) in Japan. On January 27, 1870, the Meiji government formally established the design of Japan's national flag — the Hinomaru (日の丸, "circle of the sun"), a red disc centered on a white background — through the "Commercial Ship Rules" (商船規則, Shōsen Kisoku), Grand Council of State Proclamation No. 57. This formalized what had been Japan's de facto national symbol since the Edo period as the official flag to be flown on Japanese commercial vessels, and by extension as the national flag.

The Hinomaru: History and Meaning

The red sun disc on white has been associated with Japan since at least the Heian period (794–1185 CE), when it appeared on military fans and banners. The precise origin is unclear, but the symbolism is deeply rooted in Japan's self-conception as the "Land of the Rising Sun" (日本, Nihon — literally "origin of the sun"). The Hinomaru became the most recognized symbol of Japan to the outside world through the Meiji era and modern period, appearing on everything from warships to Olympic uniforms.

The Flag's Contested Legacy

The Hinomaru's association with Japan's militarist era (1931–1945) has made it a politically sensitive symbol in postwar Japan, particularly in the context of school ceremonies and official government use. The Law Concerning the National Flag and Anthem (国旗及び国歌に関する法律, 1999) formally established the Hinomaru as Japan's national flag and "Kimigayo" as its national anthem in statute — a law that generated significant public debate about the relationship between national symbols, history, and education.

Households display the flag on national holidays; sports events, particularly international competitions, are accompanied by flag displays and waving.
