What Is Japan-Korea Treaty Day?

Every June 22nd is also "Japan-Korea Treaty Day" (日韓条約調印記念日, Nikkan Jōyaku Chōin Kinenbi) in Japan. On June 22, 1965, Japan and the Republic of Korea signed the "Treaty on Basic Relations between Japan and the Republic of Korea" (日本国と大韓民国との間の基本関係に関する条約, Nikkan Kihon Jōyaku) in Tokyo — the treaty that established formal diplomatic and economic relations between the two nations for the first time in the postwar period, normalizing a relationship complicated by Japan's 35-year colonial rule of Korea (1910–1945).

The Treaty and Its Context

The Japan-Korea Normalization Treaty was the product of 14 years of negotiations that began in 1951, repeatedly stalled over fundamental disagreements about colonial history, compensation, and the status of Koreans in Japan. The 1965 treaty established diplomatic relations, provided Japan's agreement to provide $300 million in grants and $200 million in low-interest loans to South Korea, and settled (from Japan's perspective) claims arising from the colonial period. South Korea used these funds to fund its industrial development — investments in steel, shipbuilding, and infrastructure that contributed to the Korean economic miracle of the 1960s-80s.

Contested Legacy

The 1965 treaty's settlement of historical claims has been persistently contested. The Japanese government's position is that all property and claims between the two governments were "completely and finally settled" by the treaty. South Korea's position — particularly regarding individual victims of forced labor, comfort women (위안부), and other colonial-era injustices — holds that the treaty does not preclude individual claims by victims. This dispute remains a source of diplomatic tension between Japan and South Korea, periodically intensifying in relation to court judgments, diplomatic statements, and political changes in both countries.

Japan-Korea Relations Today

Japan and South Korea are close neighbors, major trading partners, and democratic allies sharing security concerns — yet their relationship is periodically strained by unresolved historical issues. Cultural exchange between the two countries is extraordinarily active: K-pop, Korean dramas, Korean food, and Korean beauty have massive Japanese followings, while Japanese manga, anime, and cuisine are enormously popular in South Korea. The people-to-people relationship is remarkably warm even when the governments' political relationship is strained.
