What Is Universal Postal Union Membership Day?

Every February 19th is "Universal Postal Union Membership Day" (万国郵便連合加盟記念日, Bankoku Yūbin Rengō Kamenyu Kinenbi) in Japan. On February 19, 1877, Japan joined the General Postal Union (the predecessor of the Universal Postal Union, UPU; some records give June 1, 1877 as the date its membership took effect), becoming the 23rd member and the first in Asia — gaining membership in the international organization that coordinates mail exchange between its member countries. Japan's UPU membership made reliable international postal communication with the rest of the world possible, supporting Japan's expanding trade and diplomatic relationships.

The Universal Postal Union

The General Postal Union was established by the Treaty of Berne in 1874, bringing together 22 countries in an agreement to standardize postal practices, rates, and transit arrangements for international mail. The organization — renamed the Universal Postal Union in 1878 — operates under the principle that a piece of mail posted in any member country should be deliverable to any other member country at agreed rates, with each country's postal system handling delivery within its own borders. Japan's 1877 membership made it one of the earliest non-Western nations to join, reflecting the Meiji government's priority of integrating Japan into international institutional frameworks.

UPU and International Postal Standards

The UPU — now a specialized agency of the United Nations with 192 member countries — coordinates international postal standards including addressing formats, letter size and weight limits, priority mail categories, and parcel delivery agreements. Japan has been an active UPU participant, contributing to the development of international postal standards and participating in UPU governance through its regular four-year congresses. In 2022, Masahiko Metoki of Japan became the first person from Asia to serve as the UPU's Director General.
