What Is Library Day?

Every April 30th is "Library Day" (図書館記念日, Toshokan Kinenbi) in Japan. On April 30, 1950, Japan's Library Law (図書館法) was promulgated, establishing the legal foundation for a nationwide network of publicly funded libraries open and free to all citizens. The Japan Library Association designated April 30th as Library Day in 1971.

The Library Law and What It Guaranteed

Before the 1950 Library Law, Japan's library landscape was fragmented — some cities had libraries, others did not, and access was not consistently free or universal. The Library Law established that public libraries may not charge admission or any fee for the use of library materials, must be open to all residents regardless of background, and must actively work to promote reading and the spread of knowledge throughout their communities. These principles — access, universality, and active promotion of intellectual life — remain the foundation of Japanese public librarianship today.

Japan's Library Network Today

Japan has more than 3,000 public libraries. They range from major urban institutions with millions of volumes to small community branch libraries in rural towns. Japan's public libraries are known for their comprehensive collections — including manga, magazines, and audiovisual materials alongside books — their efficient reservation and interlibrary loan systems, and their commitment to serving children and young readers through storytelling sessions and reading programs.

Libraries as Community Anchors

In Japan, public libraries serve as much more than repositories of books. They are quiet community gathering spaces where anyone — student, retiree, job-seeker, or curious reader — can come to learn, research, or simply spend time among ideas. Many libraries also serve as local history archives, preserving newspapers, photographs, and documents that record the life of their communities over generations. Library Day is a reminder of the democratic ideal that knowledge should be free and accessible to everyone.

• National Diet Library: Under Japan's legal deposit system, publishers are required by law to deposit copies of publications produced in Japan with the National Diet Library — making it the comprehensive record of the nation's published output.
• Reading promotion: Japan's Children's Reading Promotion Law (子どもの読書活動推進法, 2001) designates April 23rd as "Children's Reading Day" (子ども読書の日), reinforcing the Library Law's commitment to fostering lifelong reading habits from an early age.
