What Is Statistics Day?

Every October 18th is "Statistics Day" (統計の日, Tōkei no Hi) in Japan. The date commemorates the 24th day of the 9th month of Meiji 3 (October 18, 1870, in the Western calendar), when the Grand Council of State (太政官) issued a proclamation on compiling the "Fuken Bussanhyō" (府県物産表, tables of prefectural products) — regarded as the origin of Japan's production statistics. The day was set by a Cabinet understanding on July 3, 1973, to deepen public interest in and understanding of statistics and to encourage cooperation with statistical surveys.

Japan's Statistical Legacy

The Meiji government recognized from the outset that systematic data collection was essential for modern governance — you cannot tax, plan infrastructure, or manage an economy without knowing how many people live where and how they earn their living. Japan's first national census was conducted in 1920, becoming the model for subsequent censuses held every five years. Today, Statistics Bureau Japan (統計局) conducts the national census, business surveys, consumer price index, and dozens of other regular statistical surveys that provide the data foundation for government policy and economic management.

Statistics in Modern Japan

Japan's statistical system covers virtually every aspect of the economy and society: population and demographics, labor force and employment, prices and wages, industrial production, trade, housing, health, crime, education, and more. The statistical data produced by government agencies are freely accessible online and are widely used by researchers, businesses, journalists, and policymakers.

Statistical Literacy as Civic Skill

Statistics Day reflects the view that statistical literacy — the ability to understand, interpret, and critically evaluate quantitative data — is an essential skill for citizens in a data-rich society. Japan's education system has progressively incorporated data literacy into mathematics and social studies curricula, recognizing that sound civic judgment increasingly requires the ability to reason with numbers.
