What Is Consumer Day?

Every May 30th is "Consumer Day" (消費者の日, Shōhisha no Hi) in Japan. On May 30, 1968, Japan's Consumer Protection Basic Law (消費者保護基本法, Shōhisha Hogo Kihon Hō) — now the Consumer Basic Law (消費者基本法) — was enacted, establishing the legal framework for protecting consumers' rights and interests in Japan's rapidly growing economy. Consumer Day was designated to mark this landmark legislation and to promote awareness of consumer rights, product safety, and informed purchasing decisions.

Japan's Consumer Protection History

The 1968 Consumer Protection Basic Law was enacted in the context of Japan's high economic growth period — a time when rapid industrialization and aggressive marketing practices created new risks for consumers who lacked information about product safety and fair pricing. Consumer protection movements in the 1960s, inspired partly by Ralph Nader's American consumer advocacy, pushed for legislation to address food contamination, dangerous products, misleading advertising, and unfair contract practices that consumers faced.

Consumer Protection Architecture

Japan's consumer protection system has developed substantially since 1968. The Consumer Affairs Agency (消費者庁, Shōhishachō), established in 2009, coordinates consumer policy across the government. The National Consumer Affairs Center of Japan (国民生活センター, NCAC) provides information, dispute resolution, and consumer testing services. Product liability law, food labeling regulations, and financial consumer protection regulations have all been progressively strengthened.

Contemporary Consumer Issues

Japan's contemporary consumer concerns include food fraud and mislabeling (偽装表示, gisō hyōji) — a recurring scandal in which food products are mislabeled as to origin or ingredients; subscription trap advertising (サブスクリプション詐欺, sabusuku sagi) in online commerce; and the protection of elderly consumers from fraud. Consumer Day is an occasion to promote awareness of these issues and of the resources available to consumers who face problems.
