What Is Wartime Evacuation Day?

Every June 30th is "Wartime Evacuation Day" (集団疎開の日, Shūdan Sokai no Hi) in Japan. On June 30, 1944, the Japanese government announced the "Gakudō Sokai" (学童疎開, "Student Evacuation") program — a systematic evacuation of third through sixth-grade elementary school children from major cities to rural areas, to protect them from the increasing Allied air raids that were beginning to threaten Japan's urban population. The program, which eventually evacuated approximately 450,000 children from cities including Tokyo, Osaka, and Nagoya, was one of WWII's most significant impacts on Japanese civilian life.

The Gakudō Sokai Program

The student evacuation (学童疎開, gakudō sokai) program required urban elementary school children to leave their families and relocate in groups to rural temples, inns, and other accommodations in the countryside. Children were separated from their parents — often for a year or more — and lived communally under teacher supervision in conditions that were frequently crowded, food-scarce, and emotionally difficult. The rural areas that received evacuees were often poorly equipped to house large numbers of city children, and homesickness, poor nutrition, and the difficulty of continuing education under wartime conditions made the evacuation deeply challenging for the children who experienced it.

The Evacuation's Human Impact

The experiences of evacuated children — the separation from parents, the unfamiliarity of rural life, the fear and loneliness of wartime childhood — have been extensively documented in memoirs, literature, and film. Isao Takahata's animated film "Grave of the Fireflies" (火垂るの墓, 1988) — depicting two orphaned siblings trying to survive in the evacuation period near Kobe — is perhaps the most powerful artistic treatment of the evacuation experience and one of the most affecting anti-war films ever made.

Children and War

The wartime evacuation program is remembered in Japan as a testament to the human cost of war and the particular burden it places on children. June 30th is an occasion to reflect on the experiences of those children — now elderly — who were separated from their families and experienced the final year of WWII away from home.
