What Is Library Establishment Day?

Every April 2nd is "Library Establishment Day" (図書館開設記念日, Toshokan Kaisetsu Kinenbi) in Japan. On April 2, 1872, Japan's first publicly accessible national library — the Tokyo Shojakukan (東京書籍館, "Tokyo Book Hall") — opened in the Yushima Seidō (湯島聖堂) compound in Tokyo. Anyone could enter and read from its collection, making it a radical departure from the tradition of private book collections accessible only to scholars and elites. This day marks the birth of the public library ideal in Japan.

Japan's First Public Library

The Yushima Seidō was a Confucian temple compound that had housed the Shogunate's book collection during the Edo period. The Meiji government transformed its holdings into the Tokyo Shojakukan, a library open to the public under the principle that knowledge should be accessible to all citizens. The collection was later merged with other institutional libraries and eventually became the National Diet Library (国立国会図書館), established in 1948 and now one of the largest libraries in the world.

Public Libraries Across Japan

Japan today has approximately 3,300 public libraries across the country, serving more than 150 million patrons annually. Japanese public libraries are known for their high quality of service, extensive collections of manga and periodicals alongside books, and free lending to all residents. The concept of a publicly funded library where anyone can borrow books for free — still not universal in all countries — has deep roots in the ideal inaugurated on April 2, 1872.

Libraries in the Digital Age

Japan's libraries are adapting to digital media through e-book lending systems, digital newspaper archives, and online catalogue access. The National Diet Library has undertaken a major digitization project to make historical documents and out-of-print materials available online.
