What Is PTA Formation Day?

October 14 is "PTA Formation Day" in Japan. On October 14, 1952, the "National Council of Parents and Teachers" (now the Japan PTA National Council) was formed as a nationwide federation of PTAs at elementary and junior high schools. A PTA (Parent-Teacher Association) is a social education organization in which parents and school staff work together to support children's healthy growth.

How PTAs Spread in Japan

PTAs were introduced to Japan as part of the postwar education reforms.

• Postwar introduction: After the war, at the recommendation of the Allied occupation authorities (GHQ), organizations modeled on American PTAs were set up. From around 1947 the Ministry of Education encouraged their formation, and PTAs were established at schools nationwide within a short time.
• A national organization: In 1952 the National Council of Parents and Teachers was formed to connect local PTAs. Today it operates as the Japan PTA National Council, a public interest incorporated association.

• Membership is voluntary: No law requires parents to join a PTA; it is in principle a voluntary organization. More schools now confirm each family's intention to join, and many PTAs are reviewing how membership and activities work.
• High schools have them too: Beyond elementary and junior high schools, high school PTAs also have a national federation.

• The "T": The T in PTA stands for Teacher. The original idea is that school staff take part as members, not just parents.
