Shokokai Day (Societies of Commerce and Industry Day)

What Is Shokokai Day?

June 10th is "Shokokai Day" in Japan. It was established in 1985 by the Central Federation of Societies of Commerce and Industry (全国商工会連合会) to commemorate the enforcement on June 10, 1960 (Showa 35) of the Act on the Organization of Societies of Commerce and Industry (now the Shokokai Act), which made shokokai (societies of commerce and industry) legally recognized organizations across Japan. The day aims to spread awareness of the role shokokai play and the support they provide to small and medium-sized businesses and small-scale operators.

What Is a Shokokai?

A shokokai is a local economic organization established under the Shokokai Act, mainly operating in towns and villages. Local business owners become members, and shokokai offer a wide range of support — from business, tax, labor, and financing advice to planning and running local events. There are about 1,600 shokokai nationwide, organized together with prefectural federations and the national Central Federation.

• Mostly small businesses: More than 90% of members are said to be small-scale businesses.
• Membership is voluntary: Any business operating in the area can join regardless of industry, and whether to join is up to each business.
• Three operating principles: Shokokai must not operate for profit, must not act for the benefit of specific individuals or groups, and must not act on behalf of any particular political party.

Shokokai vs. Chambers of Commerce and Industry

A similarly named organization is the chamber of commerce and industry (shōkō kaigisho). Chambers are based on the Chambers of Commerce and Industry Act and mainly cover cities, while shokokai are based on the Shokokai Act and mainly cover towns and villages, under the jurisdiction of the Small and Medium Enterprise Agency (chambers fall under the Ministry of Economy, Trade and Industry's Economic and Industrial Policy Bureau). Both support local businesses, but they differ in their legal basis and the areas they serve.

Supporting the Local Economy

Shokokai act as a familiar "business advice desk" for small local operators. They respond to evolving management challenges — successor shortages, expanding sales channels, adapting to digitalization, and more — while helping to keep local economies vibrant. Shokokai Day is also a chance to renew appreciation for the local businesses that support communities.
