Every July 5th is "Ministry of Agriculture, Forestry and Fisheries Day" (農林水産省発足記念日, Nōrin Suisan-shō Hassoku Kinenbi) in Japan. On July 5, 1978, Japan's "Ministry of Agriculture and Forestry" (農林省, Nōrin-shō) was renamed the "Ministry of Agriculture, Forestry and Fisheries" (農林水産省, Nōrin Suisan-shō, MAFF) — formally adding fisheries to its mandate and recognizing the centrality of Japan's fishing industry alongside agriculture and forestry in the ministry's responsibilities.

Japan's Agricultural and Fisheries Heritage

The MAFF oversees three of Japan's most historically significant primary industries. Agriculture supports Japan's rice culture, the foundation of Japanese cuisine and culture for millennia. Forestry manages Japan's extraordinarily forested land — about two-thirds of Japan is forested, among the highest proportions of any developed nation. Fisheries govern one of the world's most sophisticated fishing industries, with Japan historically among the world's largest fish consumers and producers.

Contemporary Challenges

MAFF faces significant 21st-century challenges: an aging farming population (the average age of core farm workers is close to 70), declining agricultural workforce, food self-sufficiency concerns (Japan's calorie-based food self-sufficiency rate has been around 38% in recent years, low among developed nations), fisheries stock sustainability, and adaptation to climate change in agricultural production. Policies supporting young farmers, agricultural corporation investment, and sustainable fishing practices are central MAFF priorities.

• Why the name changed: With the arrival of the "200-nautical-mile era," in which countries managed fisheries within 200 nautical miles of their coasts, fisheries administration became more important for Japan, leading to the 1978 renaming.
• Ministry history: The Ministry of Agriculture and Forestry was created on April 1, 1925, when the Ministry of Agriculture and Commerce was split in two. During the war, in 1943, it was temporarily reorganized as the Ministry of Agriculture and Commerce (Nōshō-shō), and it became the Ministry of Agriculture and Forestry again in 1945.
• Organization: The Forestry Agency and the Fisheries Agency are external agencies of MAFF, whose headquarters is in Central Government Building No. 1 in Kasumigaseki, Tokyo.
• Agricultural heritage: Several areas of Japan, such as the satoyama and satoumi of Noto in Ishikawa Prefecture, have been designated Globally Important Agricultural Heritage Systems (GIAHS) by the UN Food and Agriculture Organization (FAO), and MAFF supports these designations.
