What Is the Day for Persons with Disabilities?

Every December 9th is the "Day for Persons with Disabilities" (障害者の日, Shōgaisha no Hi) in Japan. The date commemorates December 9, 1975, when the United Nations General Assembly adopted the "Declaration on the Rights of Disabled Persons" — a landmark international statement affirming that persons with disabilities have the same fundamental rights as other human beings. Japan designated December 9th as its national day to mark this anniversary in 1981, the International Year of Disabled Persons, and the surrounding week (December 3-9) is observed as "Disability Awareness Week" (障害者週間, Shōgaisha Shūkan).

The UN Declaration and Japan's Response

The 1975 UN Declaration on the Rights of Disabled Persons established principles that were radical for their time: that persons with disabilities have the right to respect for their human dignity, the right to live with their families, the right to participate in social and creative activities, and the right to protection from exploitation. Japan's designation of December 9th as a national day reflected the government's commitment to implementing these principles domestically — though the gap between principle and practice remained substantial through much of the following decades.

Japan's Disability Policy Development

Japan has made significant but uneven progress in implementing the rights of persons with disabilities since 1981. Japan has made remarkable investments in physical accessibility — tactile paving throughout public spaces, elevators and slopes at virtually all train stations, audio announcements and braille signage — while making slower progress on social inclusion, employment participation, and attitudinal barriers. The 2021 Tokyo Paralympics, held with Japan as host, generated renewed national attention to disability issues and para-sport achievements.
