Every December 20th is "Foghorn Day" (霧笛記念日, Muteki Kinenbi) in Japan. On December 20, 1879, the first foghorn (霧笛, muteki) in Japan was installed and activated at Todogasaki Lighthouse (魹ヶ崎灯台) in Miyako City, Iwate Prefecture — located at the easternmost point of the Japanese main island of Honshu. The foghorn — a powerful compressed-air horn designed to warn ships approaching the coast in conditions of poor visibility — was a critical safety technology for Japan's busy shipping lanes, and its installation at Todogasaki marked a significant step in the modernization of Japan's coastal navigation aids.
The Importance of Foghorns in Maritime Safety
Japan's coastline — with its numerous peninsulas, rocky headlands, offshore islands, and frequently foggy conditions — presented serious navigation hazards to the expanding steamship traffic of the Meiji era. Lighthouses provided visual warning in clear conditions, but fog — common along Japan's Pacific coast, particularly in summer — could render visual signals useless. The foghorn solved this problem by providing an audible signal audible through fog for distances of several kilometers, enabling ships to determine their proximity to shore by the sound of the horn.
The Technology of the Foghorn
Early foghorns like Japan's first installation used compressed air to produce their characteristic low, powerful sound. The sound frequency was chosen to carry well through foggy air and to be distinctly audible against background sea noise. Different lighthouses were assigned different horn patterns (sequences of blasts) to allow mariners to identify their location. Modern navigational technology — GPS, radar, and electronic chart systems — has largely made foghorns redundant, and many have been retired, though some remain as heritage features of historic lighthouses.

Japan is a maritime nation — an island archipelago dependent on sea routes for commerce, resources, and connectivity between its islands. The Meiji government's rapid development of lighthouse and navigational aid infrastructure (many built with the assistance of British engineer Richard Henry Brunton, who built 26 lighthouses in Japan) was essential to the expansion of Japan's international trade and its integration into global shipping networks.
