Every October 17th is "Water Supply Day" (上水道の日, Jōsuidō no Hi) in Japan. On October 17, 1887, Japan's first modern water supply system — the Yokohama Waterworks (横浜水道) — began delivering clean, treated piped water to residents of Yokohama, marking Japan's entry into the era of modern municipal water supply. The system, designed and built with British technical assistance under engineer Henry Spencer Palmer, drew water from the Sagamigawa River, treated it at a filtration plant, and delivered it through iron pipes to homes and businesses — ending dependence on wells and water carriers.
Henry Spencer Palmer and Yokohama's Waterworks
British engineer Henry Spencer Palmer was commissioned by the Meiji government to design Yokohama's waterworks — the first modern municipal water supply in Japan. Palmer's system, completed in 1887, incorporated state-of-the-art slow sand filtration technology that removed pathogens from the river water, producing reliably safe drinking water. The dramatic improvement in water quality was immediately reflected in Yokohama's public health statistics, particularly in the reduction of cholera and typhoid cases transmitted through contaminated water.
Japan's Water Supply Development
The Yokohama system was followed by waterworks in Tokyo (1898), Osaka (1895), and gradually throughout Japan's cities and then rural areas. Japan's near-universal access to safe tap water — one of the highest rates in the world — is the result of sustained public investment over 130 years. Japan's tap water quality is exceptional by global standards: directly drinkable everywhere in the country without filtration or boiling, a public health achievement that required enormous engineering and institutional effort.
Japan's Water Infrastructure Today
Japan operates approximately 1,500 water supply systems serving 98% of the population with piped water. The infrastructure faces significant challenges: ageing pipes (many dating from the postwar expansion) need replacement, the declining population creates financial pressure on systems designed for larger customer bases, and climate change is creating more extreme rainfall variability that strains water resource management. Japan has been developing advanced leak detection technology and pipe replacement programs to address the ageing infrastructure challenge.

- Tap water tourism: Japan's tap water quality has become a minor tourism attraction — visitors from countries with less reliable water quality are often surprised and delighted to discover that Japanese tap water is genuinely excellent to drink, and some take it home as a memory of Japan.
